The Pakistani government has just changed the taxes you pay on imported cars for this financial year. These updates, made official through new government rules (called SROs), focus on the total cost of taxes and duties. This total combines several charges: the basic Customs Duty (CD), the Regulatory Duty (RD), the Additional Customs Duty (ACD), and others. The changes affect all types of imported vehicles, regular petrol/diesel cars, hybrids, and electric vehicles (EVs).

One major change benefits everyone importing a car: the Additional Customs Duty (ACD) has been reduced. It dropped from 7% down to 6%. Think of ACD as an extra layer of tax on top of the base price and other duties.

There’s also good news for specific vehicle types:

For larger SUVs and 4x4s (engine size 1801cc to 3000cc), the Regulatory Duty (RD), which is another significant import fee, has been slashed dramatically. It fell from a steep 90% to a much lower 40%. This is a huge decrease.

For smaller cars (under 1800cc) and hybrid vehicles, the Regulatory Duty (RD) saw a smaller but still helpful cut. It decreased by 5%, moving from 15% down to 10%.

Below, we break down and compare the total tax burden (all duties combined) for imported cars in 2025 versus 2024. This shows exactly where the government has reduced costs and shifted its import policy for different vehicles.

Non-Hybrid Vehicles

Category 2024 Incidence 2025 Incidence Actual % Decrease
1301–1500cc 174% 165% 5.17%
1501–1600cc 197% 188% 4.57%
1601–1800cc 197% 188% 4.57%
1801–3000cc (cars/jeeps) 429% 361% 15.85%
Above 3000cc 470% 401% 14.68%
Panel/Van 116% 115% 0.86%
Pickup 181% 179% 1.10%
Passenger Van/Coaster (10+ seats) 65% 61% 6.15%
Bike 116% 115% 0.86%

Observation: Pakistan’s new tax policy reveals a clear winner: high-end vehicles. The most dramatic reductions specifically target luxury rides in the 1800cc-3000cc and 3000cc+ categories, segments that previously faced the steepest import taxes.

This strategic pivot signals officials want to boost legal sales of premium vehicles. Why? Tax authorities suspect overly harsh duties encouraged smuggling and misuse of exemptions. By lowering these barriers, they aim to bring more transactions into the legal zone, ultimately collecting more taxes from luxury imports that previously slipped through the cracks.

Hybrid Vehicles (HEVs)

Category 2024 Incidence 2025 Incidence Change
1801–2500cc 295% 287% 2.70%
2501–2999cc 295% 287% 2.70%
3000cc and above 326% 322% 1.23%

Observation: Hybrid vehicles just caught a small break. While still facing steep taxes, these modest tax breaks signal the government’s trying to boost fuel-efficient alternatives. It’s a careful step: encouraging eco-friendly choices while protecting their income.

Electric Vehicles (EVs)

Category 2024 Incidence 2025 Incidence Change
Below $50,000 62% 62% No Change
Above $50,000 103% 102% 0.97% (ACD decreased from 7% to 6%)
