No Challans Until Eid: A Boon or a Bane for Lahore’s Traffic Discipline?

In a surprising move, in a bid to ease the economic burden on commuters and on transport operators, Lahore’s Chief Traffic Officer (CTO) Athar Waheed decided not to issue traffic challans to motorcycles, rickshaws, and loader rickshaws until Eid. 

The decision is due to the rising cost of petrol and the fact that the citizens have been penalized financially. While it may be a relief to many by this initiative, there are some critical issues related to its long-term impact on the existing tenuous traffic discipline in Lahore.

Financial Relief Amid Economic Pressures

Motorcycles, rickshaws, and loader rickshaws are part of the daily commuting system of the city of Lahore. The city’s heavily populated base makes up for a very large dependence on these modes of transport for everyday regimes, in which motorcycles are the most popular choice for cheap travel. However, with the increase in fuel prices, many small transport operators have been left between the proverbial devils. 

The suspension of traffic challans until Eid offers a much-needed financial relief to these individuals, as it temporarily relieves them of the burden of traffic challans, which can be a high cost for these individuals to bear, as they struggle to make ends meet.

This move, while providing some tangible economic respite, is also a temporary solution for the thousands of riders and small business owners who rely on these vehicles to earn their living. The lack of fines may help them pass through the rocky terrain of the economy without the added stress of paying penalties for small violations. However, the relief may have come at a high cost to the road safety and traffic management in Lahore.

Progress in Traffic Discipline at Risk?

Lahore, over the last few years, has experienced great improvement in its traffic management, and this has been a result of the implementation of the e-challan system and the strict enforcement of traffic violations. The system of e-challan, which allows for digital monitoring and issuing challans, has played a crucial role in improving adherence to traffic rules. 

This technological approach, coupled with occasional enforcement by the traffic police, has greatly reduced instances of wrong-way driving, red light running, and general traffic disorder.

The waiver of fines may undermine some of the work that has been done with these efforts. Fines, after all, are a strong deterrent for reckless driving and for flouting the traffic rules. This makes me afraid that it will ruin the discipline that has been brought over the last few years.

The roads of the city of Lahore are in a chaotic situation, especially during peak hours, and the number of motorcycles, rickshaws, and loader rickshaws adds to the already swelled-up traffic. While the suspension of challans may appear to be a temporary fix for relief, it may also not only produce an environment where traffic order could suffer. 

Without the fear of punishment, chances are that some drivers will take more risks and ignore signals or drive recklessly. Even the slightest lapses in discipline could lead to traffic jams, accidents, and road chaos in general.

Lahore’s traffic system is already a complex one, and different types and sizes of vehicles are trying to move about on the same roads. The halting of fines might upset the delicate balance reached through strict law enforcement. The city may find an uptick in violations, and this may further clog the city’s roads, making it difficult for everyone to commute to work.

A Test for Responsible Driving

While the suspension of challans may cause some short-term relief for many, it also puts more responsibility on the driver. The real test will be whether the motorists can have discipline on the roads without the threat of punishment. Should drivers keep respecting traffic laws and drive responsibly in spite of not being fined, the decision may not result in a significant decline in traffic order. 

On the other hand, if due to lack of enforcement, traffic discipline decreases, then it could make roads of the city more dangerous, particularly with the city moving closer to Eid and the increased traffic due to festive preparations.

The issue of suspending the traffic challans in Lahore is a dilemma. On one hand, it provides instant financial relief for riders and transport operators who are struggling with rising fuel prices. On the other hand, it runs the risk of reversing the gains in the improvement of traffic discipline and safety within the city. 

The key will be the response by the city of Lahore’s commuters to this change. If they continue to be responsible drivers, the relief measure may not disrupt the road order. However, when traffic discipline slips, the decision could result in an increase in traffic congestion, safety problems, and chaos in the streets.

Ultimately, although the move may provide some temporary relief, it’s important that the authorities, as well as the public at large, ensure that Lahore’s traffic system does not move backwards, especially since the city is going into the busy Eid period.
