In the past few months, there has been an ongoing discussion that vehicles registered in other provinces will be required to re-register in Punjab. This has not only sparked interest but also concern among car owners, especially in Sindh and KPK.

The Department of Excise and Taxation has proposed the policy after the introduction of biometrics for cars in Sindh. The question is, which cars will have to go through this process? What will be the rules, and what if someone wants to visit Punjab for a few days? Well, Wise Wheels aims to clarify these concerns for car owners.

The number of vehicles registered in other provinces but operating in Punjab has increased significantly. People from other provinces have been visiting Punjab for various reasons, such as jobs, business, or other personal commitments.

In this blog, we have gathered all the possible information on this to cater to our audience in other provinces. Keep reading to understand how this proposed policy may work.

What triggered the proposal of this policy?

After the enforcement of biometrics in Sindh, the Department of Punjab Excise and Taxation raised concerns, it is difficult to check the details of other provinces’ cars in Punjab, as it can’t be determined whether the owner has paid the tax or avoided the payment of dues or debts. This situation triggered the proposal of a new policy.

This proposed policy is expected to be presented to the Punjab cabinet next month, and hopefully, it will get approved.

What Will Actually Change?

This policy will comprise many rules. It is likely that if an owner plans to stay and use the vehicle for more than 12 months, it will have to go for re-registration.

A permit may or may not be required for a visit to Punjab for a few weeks or months. We have to wait until the Punjab cabinet approves this policy.

Why Was This Step Necessary?

The Punjab vehicle re-registration policy was introduced after years of issues, such as:

  • Long-term use of Punjab roads without paying Punjab taxes
  • Problems tracking vehicles involved in traffic violations
  • Outdated ownership and address records
  • Unequal treatment of locally registered vehicles

This step helps align vehicle usage with the province where the vehicle is actually based.

Which Vehicle Owners Are Affected?

Re-registration may apply if:

  • The vehicle is registered outside Punjab
  • The owner lives permanently in Punjab
  • The vehicle is used daily for work, family, or personal travel

Such cases will fall under the Punjab vehicle re-registration policy, and owners may be asked to transfer their registration accordingly.

What If Someone Is Only Visiting Punjab?

People coming to Punjab for:

  • Family visits
  • Tourism
  • Short-term business or work

Might not need to re-register their vehicles. But they have to make sure the vehicle is legally registered, the token tax is paid, and documents are available.

How Re-Registration Works (In Simple Terms)

First, you need to formally transfer registration by getting an NOC and getting a new registration in the new province to avoid any issues.

If a vehicle qualifies, the process usually involves:

  1. Verification of the original registration record
  2. Clearance of any outstanding taxes or dues
  3. Transfer of vehicle data to Punjab

Costs and timelines depend on the vehicle’s engine size and model year.

Purpose Behind the Policy

The main purpose of the Punjab vehicle re-registration under the consideration policy is regulation, not restriction. It supports:

  • Fair tax contribution
  • Better traffic monitoring
  • Accurate vehicle databases
  • Improved law enforcement

Wise Wheels’ Advice

Wise Wheels advises all the car owners from other provinces to honestly assess where their vehicle is actually based. We don’t know what the rules and regulations will be. We advise you all to take precautionary measures. This policy is about long-term presence, not casual travel. If your vehicle is in Punjab, it should be registered there. If you are just visiting, there is no need to worry.
