It still needs further clearance, including discussions with the International Monetary Fund (IMF), so the proposed rates could change. The draft does not say whether this Rs 4 million price condition will stay, so the real relief for petrol and diesel cars below 2,000cc is still uncertain.

For imported vehicles, the draft proposes extending the same GST rates to imported and locally assembled new energy vehicles (NEVs). The final treatment of existing battery-capacity thresholds still needs clarification.

Will Car Prices Drop Under the New Auto Policy Pakistan Has Proposed?

Not necessarily. Buyers should keep three factors in mind.

The proposal is not final. The IMF previously objected to concessional NEV tax rates, so the government may have to revise the proposed figures.

Manufacturers may not pass on the relief. Some companies absorbed earlier tax increases instead of raising prices. If taxes now fall, they may keep some or all of the benefit to recover those costs. Others may cut prices to attract buyers, but that remains a commercial decision, subject to applicable pricing and tax laws.

Other taxes could offset the savings. The draft introduces an Automotive Development Levy of 2% on conventional passenger vehicles between 1,001cc and 2,000cc, and 10% on those above 2,000cc. On the positive side, it also proposes removing the existing 2.5% FED on cars up to 1,000cc, which could help small-car buyers.

Who Could Benefit From the New Auto Policy Pakistan Changes?

PHEV buyers, with GST proposed to fall to 9% for both engine size bands

Buyers of petrol and diesel cars between 1,400cc and 2,000cc, if GST drops from 25% to 18%

Small-car buyers, if the 2.5% FED on cars up to 1,000cc is removed

Imported EV buyers, if the same GST rates apply to imported and locally assembled NEVs

Note that the BEV rate stays at 1%, while REEVs would rise to 6%.

WiseWheels Verdict: Should You Wait to Buy a Car?

Don’t delay or rush your purchase based on the new auto policy Pakistan draft alone. The proposed reductions could make certain PHEVs, imported EVs and conventional cars more affordable, but the policy still needs approval and manufacturers have not committed to matching price cuts.

Compare current ex-factory prices, available offers and delivery timelines instead of assuming cheaper cars are around the corner. For now, these are proposed tax changes, not confirmed price cuts. Final tax rules are published through the Federal Board of Revenue once approved.

Would you wait for the new auto policy Pakistan is considering before buying a car?
