Now, the government has issued fresh clarifications that could bring relief to affected importers while also tightening quality controls for future imports.<\/span><\/p>\n

The latest update directly impacts vehicles imported under the Gift Scheme and Transfer of Residence (TR) Scheme, two of the most commonly used channels for bringing used cars into Pakistan<\/strong><\/a><\/span>. <\/span>If you’re planning to import a vehicle or purchase an imported car in Pakistan, these changes could significantly affect your costs, timelines, resale value, and buying decisions.<\/span><\/p>\n

What Triggered the Import Crisis?<\/b><\/h2>\n

In January 2026, Pakistan introduced SRO 61(I)\/2026, making Pre-Shipment Inspection (PSI) certificates mandatory for imported used vehicles before shipment from Japan. <\/span>The objective was straightforward: prevent the import of damaged, unsafe, or heavily repaired vehicles that often enter the local market and later create safety concerns for buyers. <\/span>However, the sudden implementation created a major challenge.<\/span><\/p>\n

Many vehicles had already been purchased and dispatched without PSI certification. As a result, numerous importers found themselves dealing with customs complications despite having completed transactions under previous requirements. <\/span>Recognizing the disruption, the Ministry of Commerce issued two important notifications on June 23, 2026.<\/span><\/p>\n
